NESC-TI Blended Learning Model Published in Regional Academic Journal

We extend heartfelt congratulations to Kofi Toney, Associate Vice President at NESC Technical Institute, and his co-authors  Ria Seecharan and Richard Mohammed, on the publication of their research in the Caribbean Journal of Education and Development, Vol. 1 No. 4 (2025).

Their peer-reviewed article, “Constructing a Blended Delivery Model for TVET: Implementing Blended Learning in the Diploma Electrician Programme at the NESC Technical Institute,” explores practical strategies for enhancing accessibility, engagement, and learning outcomes in technical training through blended delivery.

This milestone not only reinforces NESC-TI’s academic leadership in the Caribbean TVET sector, but also contributes to the broader dialogue on education transformation across the region.

“This work represents our ongoing commitment to learner-centred, industry-relevant approaches that position NESC-TI at the forefront of workforce development,” said Toney.

Canadian High Commissioner Pays Courtesy Visit to NESC-TI

NESC Technical Institute was pleased to host a distinguished delegation from the High Commission of Canada on a courtesy visit to its Point Lisas Campus on Tuesday 17th June 2025.

The visiting delegation was led by His Excellency Michael Callan, High Commissioner for Canada in Trinidad and Tobago, and Sylvie Bédard, Director General for Central America and the Caribbean at Global Affairs Canada along with other representatives from the High Commission of Canada.

During their visit, the delegation met with NESC-TI President Kern Dass and members of the executive team to discuss strategic priorities in technical and vocational education and training (TVET), and the role of international partnerships in advancing economic development across the Caribbean. The visit also included a tour of the institute’s workshops, highlighting NESC-TI’s industry-aligned programmes in renewable energy, automotive and heavy equipment servicing, electrical and industrial mechanical maintenance.

The Canadian delegation expressed particular interest in learning more about NESC-TI’s longstanding partnership with Red Deer Polytechnic (RDP), based in Alberta, Canada. The relationship between NESC-TI and RDP dates back to 2008 and has evolved into a robust collaboration focused on expanding access to TVET training in the Caribbean. Together, NESC-TI and RDP are contributing to regional workforce development through joint efforts in the design and development of TVET facilities, faculty training, and curriculum development. NESC-TI and RDP have already established Memoranda of Understanding (MoUs) with several institutions to further support this regional mandate.

“We are honoured to host our Canadian colleagues,” said Dass. “NESC-TI values its partnership with Canadian institutions like RDP, whose collaboration has been vital to our work in building a skilled, globally competitive workforce here in Trinidad and Tobago. As we look to the future, we’re excited to continue this partnership to help expand access to high-quality technical training across the Caribbean.”

This visit reaffirmed the commitment of both countries to advancing technical education, enhancing bilateral cooperation, and strengthening the Caribbean’s capacity for innovation and sustainable development.

NESC-TI Welcomes Parliamentary Secretary Mr. Hansen Narinesingh and MTEST

NESC-TI was honoured to host Mr. Hansen Narinesingh, Parliamentary Secretary in the Ministry of Tertiary Education and Skills Training (MTEST), on Thursday, June 6, 2025, for visits to its Point Lisas and Woodford Lodge campuses. Mr. Narinesingh was accompanied by representatives from the Ministry’s Research, Planning and Technical Services Division (RPTS) and the Project Planning and Management Unit (PPMU).

The visit provided a valuable opportunity for the NESC-TI’s leadership to engage directly with the Ministry and share insight into the Institute’s role in supporting national workforce development, particularly within the energy and industrial sectors.

At the Point Lisas Campus, the MTEST delegation was received by Mr. Kern Dass, President of NESC-TI; Ms. Dela Dirpaul-Ramoutar, Vice President (Financial Services); and Associate Vice Presidents Mr. Kofi Toney and Ms. Feida Mohammed-Harnanan. The visit included a strategic discussion on the Institute’s operations and future development. Mr. Narinesingh acknowledged that “technical and vocational skills training is a key component of the Government.”

The team also toured several key facilities at the Point Lisas Campus, including the Industrial Maintenance Workshop, Electrical Instrumentation Building, Heavy Equipment Building, Automotive Workshop, Welding Workshop, Student Activity Centre, and the Auditorium—each demonstrating the Institute’s practical, industry-driven learning environment.

Later in the day, the delegation continued to the Woodford Lodge Campus, where they toured the campus’ Distributed Energy Resource Management System (DERMS) area, administrative offices, garage, stock room, and information technology room, among other essential facilities.

These visits reflect NESC-TI’s ongoing commitment to transparency, collaboration, and delivering high-quality technical and vocational education. They also highlight the Ministry’s continued efforts to ensure the accessibility and advancement of tertiary education and skills training across Trinidad and Tobago.

This exciting partnership—signed by our president, Kern Dass and CASE Vice President of Operations Marlon Palmer—will drive faculty and curriculum development, facility design, and other impactful initiatives.
